波多黎各會遊玩若干輪，代表島嶼經歷多年的發展。

持有總督牌的起始玩家開始。他為自己選擇1張角色牌，放到自己版圖旁邊。每張角色牌都有附帶的行動及特權。選擇某角色的玩家，除可執行該角色的行動，更獲得享用該角色特權的資格，就如一種獎賞。當他完成後，按順時針方向，其他玩家輪流執行該角色的行動但不包括特權，直至所有玩家都完成該行動。下位玩家從餘下的角色牌選取1張，執行其附帶行動及特權，其他玩家輪流執行該附帶行動，如此類推

直至達成遊戲結束條件，最高分的玩家為勝利。
